PASS-REPOTOOLS-DEF1 and PASS-REPOTOOLS-WORKSPACE1 keep this page definition-only with no execution activation, no tenant storage runtime, and no provisioning APIs.
No durable storage product runtime, no workflow engine, no generated-document persistence, no external save-target integration, and no provisioning endpoints are enabled in this pass.

RepoTools owns future durable workspace behavior.
- PDFTools and WebTools remain memory-only and browser-ephemeral until a later approved save/export pass.
- Future save-to-workspace behavior belongs to LyinRepoTools, not to ad hoc tool-level storage.
- Approval and rejection workflows must remain tenant-scoped, auditable, and Core/Platform-governed.
- OneDrive, Google Drive, and other external save targets remain future-only and require explicit later approval.

- `PASS-REPOTOOLS-WORKSPACE1` defines persistence contract, retention/quota posture, and activation prerequisites without enabling storage.
- `PASS-REPOTOOLS-WORKFLOW1` defines workflow state, transitions, and audit posture before workflow or storage runtime exists.
- `PASS-REPOTOOLS-PERSISTENCE-DESIGN1` adds code-level contracts before any storage runtime or migration pass begins.
- `PASS-REPOTOOLS-TEMPLATE1` and `PASS-REPOTOOLS-DOCGEN1` remain future implementation streams.
